Our habit, and our advice, is to read it like a controller rather than a commentator: list the measures that actually touch your P&L and payroll, quantify each one against last year's numbers, and put the changes into the budget before January instead of discovering them in the March payroll run. Most years the impact is modest; the cost of ignoring it compounds.
